The TEHDAS Joint Action supports the European Commission (EC) and Member States (MS) in developing and promoting the concepts of the secondary use of health data, to support the development of the European Health Data Space (EHDS). It is built on the needs and expectations of national and international stakeholders, citizens’ engagement and the existing infrastructure.


TEHDAS carried out country visits to engage with national stakeholders and map the state-of-play of the national health data management systems in relation to a future EHDS for secondary use, and to reflect on their needs and expectations for the EHDS. 12 country visits were carried out between December 2021 and December 2022. This presentation will present the findings of the 12 country visits across the themes of: data sources available, data quality mechanisms, data infrastructure (including storage, access and interoperability), data governance, resources, and capacity building needs and opportunities. Finally, it will reflect on the overall preparedness of the countries visited to join the EHDS.

Shona Cosgrove is a project researcher in the EU Health Information Systems unit at Sciensano, the Belgian public health institute. She currently works on several EU projects relating to the re-use of health data, including TEHDAS, EU-HIP (EU interoperability with the HERA IT platform), HealthyCloud, and BY-COVID. Shona is experienced in performing assessments of countries’ health information systems. As part of TEHDAS, she carried out country visits to map countries’ readiness for the future EHDS, and is currently assessing countries’ needs to achieve interoperability with the HERA IT platform as part of the EU-HIP project. Shona has a medical degree from Trinity College Dublin and an MSc in Health Policy, Planning and Financing from LSE and LSHTM. She has previous experience in health policy consulting and as a trainee in the Cabinet of the European Commissioner for Health and Food Safety.
