This presentation will introduce the results of the joint Nordic PROTECT project (“Proactive health and welfare technology for Nordic users and societies”, 2021-2023) and discuss them with a future-oriented perspective. PROTECT has brought together a large group of Nordic researchers from several fields as well as stakeholders (altogether nearly 200 workshop participants from four countries). The new knowledge co-created in PROTECT contributes to understanding the specific contexts and life situations where proactive health and welfare technology (HWT) is expected to be increasingly applied in the Nordic countries. The new knowledge also encourages and enables further research on the topic. Sharing research-based knowledge about the similarities and differences in proactive HWT services, implementation, and policies – including challenges in proceeding from piloting to implementation – across the Nordic societies enables better overall understanding of the experiences and expectations of diverse users in the individual countries and in the region. This, in turn, will help improve policy interventions and innovations to enhance proactive and resilience-supporting HWT use and the quality of life and work of Nordic citizens and caregivers.

Digital interventions can have beneficial effects on our health and prescribing digital therapies is not in the distant future - for use in institutions and at home. While the benefits are encouraging for patients, next-of-kin, healthcare personnel and institutions, we need a deeper understanding of the nature of digital interventions that are powered by sensors, algorithms and apps. The understanding should help us answer questions like how we verify the clinical benefits of the therapies or if health systems have the expertise, regulations, organisational roles and health economic arrangements in place to adopt digital therapies.This talk reports on some initiatives in Scandinavia and Germany that address the development, testing, regulation and procurement of digital interventions. As a backdrop, the talk uses discussions in the Health Data Innovation Council (https://healthdatainnovation.eu) to highlight different aspects of data-driven health interventions and the implications across the continuum of care (prevention, treatment, rehabilitation and palliative care), health technology life cycle (design, testing, commercialization and operations) and oversight (approval, certification and regulation).

European Ethical Principles for Digital Health is an initiative of the French Presidency of the council of the European union. The legislative work on the European Health Data Space started under the French Presidency. It aims to give European citizens the guarantees of trust they are expecting for the processing of their health data. The sharing of health data can raise legitimate questions: clarifying these European Principles of Ethics for Digital Health will make it possible to go beyond the GDPR and to condition the choices of methods underlying digital health initiatives. This presentation will highlight important principles and how they are implemented in the member states. As well as the continuous work that needs to be done to ensure the trust from the European citizens.

The research network has around 80 members from all the Nordic countries and aims to consolidate knowledge, research, higher education, and experiences in health and welfare technology with a user perspective. The purpose of the presentation is to inform about ongoing activities and to link more researchers to the network. The network also wants to be a contributor with knowledge about HWT for the authorities in the Nordic countries.

Industry players, the for-profit organizations, are important stakeholders in global and European health and care systems. The profiles of these industry actors vary, as do their business models, resulting in diverse expectations and requirements when it comes to EU regulations in this domain. In this session, we aim to analyze the motivating and demotivating factors that influence industry players' engagement in adopting the upcoming European Health Data Space proposal. We will explore the impact on solution providers specializing in primary data usage, Electronic Health Records and Clinical decision support vendors. Additionally, we will examine the impact on the downstream market, particularly organizations investing long-term in clinical research. Furthermore, we will strive to determine whether industry representatives should actively participate in the EHDS implementation process or simply comply with the legislation once it comes into effect.
