Health technology assessment (HTA) activities for digital health technologies in Finland

Digital healthcare technologies (DTHs), including health apps, have brought with them a great potential to further develop healthcare services, but their introduction should follow the same criteria as other healthcare methods. The health technology assessment (HTA) supports decision-makers by producing the unbiased assessments of different type of health technologies. In Finland, the Digi-HTA process supports HTA activities for all types of DHTs, such as health apps, artificial intelligence and robotic solutions. In order to ensure that Digi-HTA would be as compatible as possible with other recognized assessment methods, the Finnish Coordinating Center for Health Technology Assessment (FinCCHTA) has carried out a comparison work that includes the DiGA and NordDEC assessment models and the CEN/ISO TS 82304-2:2021 technical specification.

We benchmark the influence of four types of noise annotated in the public dataset PTB-XL on the accuracy of a Deep Learning-based method for atrial fibrillation detection in 12-lead ECGs. For this we use the noise metadata provided by human experts as well as a quantitative signal-to-noise ratio for assigning a signal quality to each ECG and analyze the respective DL accuracy. We conclude that the issue of processing noisy electrocardiography data can be addressed successfully by Deep Learning methods.

In our sector, the major cloud discussion the last few years focused on data protection - what data can we store in the cloud, and in which cloud? This talk takes a different approach and ignores the cloud as an outsourcing model. Instead, principles and methods for modern cloud technology are highlighted. Correctly adopted, they enable any software developing organization to accelerate the pace of innovation. This effect can even be achieved without migrating to the cloud, and without compromising data protection and regulatory compliance.

In order to improve the conditions for clinical research in Europe and to stimulate multinational clinical trials, CTIS - clinical trial information system - has been developed. It is a platform that is ONE single entrance to the clinical trial application and includes both the drug application and ethical approval. Several years of preparatory work and a one-year transition period have ended and from February 1, 2023 CTIS has been put into use and is mandatory to use. CTIS has been built and improved in close cooperation with users (industry and academia) and national pharmaceutical authorities and EMA, the European Medicines Agency.
U-Net-based segmentation of current imaging biomarkers in OCT-scans of patients with age related macular degeneration

Age-related macular degeneration (AMD) is a major cause of blindness in the West. This study utilizes spectral domain optical coherence tomography (SD-OCT) for retinal imaging and deep learning for analysis. A convolutional neural network (CNN) was trained on 1300 expert-annotated SD-OCT scans to identify AMD biomarkers. Transfer learning improved the CNN's performance using weights from a separate classifier. The model accurately detects and segments AMD biomarkers in OCT scans, potentially assisting in patient prioritization and reducing ophthalmologists' workloads.
