OSSE – Organisationen för Säkerhet och Samarbete i Europa – samlar 57 medlemsstater i Europa och Nordamerika. Uttrycket ”från Vancouver till Vladivostok” brukar beskriva OSSE:s geografiska omfång. OSSE arbetar med frågor om militär nedrustning, ekonomiskt och miljömässigt samarbete, och inte minst om demokrati och mänskliga rättigheter. Denna samarbetsorganisation leds under 2021 av Sverige genom utrikesminister Ann Linde.
OSSE växte fram som en organisation för att förverkliga de mål staterna enats om i slutdeklarationen från den ”Europeiska Säkerhetskonferensen” i Helsingfors 1975. Under det kalla kriget bidrog OSSE till att sprida kännedom om mänskliga rättigheter, och blev därmed en viktig kraft för att främja Östeuropas frigörelse och demokratisering. Men i många länder har demokrati och mänskliga rättigheter på nytt satts under press de senaste åren. Nu utnyttjas pandemin av ledare världen över för att än mer dra åt tumskruvarna och sätta demokratin ur spel. Vad kan OSSE och Sverige som ordförande för OSSE göra för att motverka den farliga utvecklingen? OSSE har stor potential som väktare av mänskliga rättigheter och främjande av demokrati. Hur kan stater och vi som civilsamhälle navigera i denna organisation som är paraply åt så olika länder som Azerbadjan, Belarus, Ungern och USA?
