What happens when the Internet is shut down?

The 45-minute panel discussion session combines a short introductory framing with an interactive audience reflection on digital dependence, followed by a brief case presentation through a dialogue highlighting lived experiences and concrete consequences such as restricted access to information, challenges in organizing civic action, and increased exposure to disinformation. A multidisciplinary panel—bringing together perspectives from digital rights research, journalism or civil society, technology, and development cooperation—will then discuss how technology can both enable and restrict freedom, what happens when states shut down digital infrastructure, and how these dynamics compare across different contexts.
