Rätten till kultur och språk är en central del i en människas liv. Att tala sitt språk och föra vidare traditioner och sedvänjor är grundstenar i bevarande av en kultur. År 2000 ratificerade Sverige Europarådets ramkonvention om skydd för nationella minoriteter och den europeiska stadgan om landsdels- eller minoritetsspråk.
Det bygger på insikten att det finns ett stort antal minoriteter i Europa som levt i området sedan lång tid och som har eget språk och egen kultur. I konventionerna konstateras bland annat att vissa minoriteters språk riskerar att gå förlorade och att skydd av nationella minoriteter är nödvändigt för stabilitet, demokratisk säkerhet och fred. Lagen om nationella minoriteter och minoritetsspråk har gällt i Sverige sedan år 2010.
Minoritetslagen som särskilt hänvisar till att främja barns kultur och rätt till minoritetsspråk kunde MUCF och Sametinget i uppföljningsrapporten visa på brister. Uppgifter från myndigheter och minoriteternas egna röster visade på bristen på modersmålsundervisning och avsaknad av resurser att organisera sig.
I det här seminariet kommer MUCF och Sametinget bjuda talare från minoriteter och skyldighetsbärare för ett samtal om hur vägen framåt måste se ut.
