Across the globe, natural resource extraction is often located on Indigenous peoples' land. In Sweden, 'green transition' projects such as rare metal mining and wind energy are proliferating and adding extra pressure on the land of the Indigenous Sami people. These developments affect Sami culture and livelihoods, especially reindeer herding. A 'green transition' allowing for climate mitigation also requires democratic processes that ensure respect for the rights of local communities. Although the Swedish parliament has adopted a law on consultation in matters concerning the Sami people in 2022, human rights experts from the United Nations have criticised the lack of guarantees for their effective inclusion in decision-making. For example, limited financial resources are preventing Sami organisations from engaging in ever-increasing consultation opportunities. In this panel, Sami representatives, a civil servant and a human rights practitioner discuss the challenges and ways forward for a meaningful consultation of the Sami people. Can the 'green transition' be a 'just transition' in line with Indigenous peoples' rights?
