Will 2026 be the "moment of truth" for the pelagic industry?
Decades of overfishing of mackerel have resulted in a near stock collapse and draconian reduction of the recommended TAC. The underlying motive for this endemic overfishing of most pelagic stocks is a modern version of "land-grabbing" - All nations involved in the fishery for mackerel, herring and blue whiting pretend to own more of the three stocks than their neighbours will accept. The comfortable way seems to be to follow the modus operandi in which coastal nations agree on the TAC but seem to agree to disagree on the sharing of stock. Looking at it retrospectively, the total yearly catch is systematically far beyond the agreed TAC.
Not only for biological and reputational reasons, but this practice will have to come to an end. For Iceland, Norway and a sovereign Scotland, EU membership is looming on the horizon. The EU will never accept that member states overfish the TAC. In other words, it is only a question of time before the coastal states of mackerel, herring and blue whiting must sit down and agree on the sharing of the three stocks. Or they risk that the question is taken out of their hands."
Reduced quotas and increased product value make it more profitable to increase valorisation of the landed catches. At NASF Pelagic Session 2026, we look at the latest progress in processing equipment.

Small pelagic fisheries produce over 24 million tonnes of seafood each year — more than a third of the global marine catch — yet only 16% are engaged in the MSC programme. By contrast, 80% of global whitefish catches and 63% of tuna catches are MSC certified. Pelagics have unique challenges, such as highly variable stocks, climate‑driven impacts, and complex international management frameworks. However, momentum is growing and industry leadership accelerating. This presentation will highlight latest global trends and data with the fresh release of MSC’s ‘2026 Small Pelagics Yearbook’.

Dominic began his professional career in BIM in 1990 as a Fishing Gear Technologist. From 2003 to December 2010, Dominic undertook the role of the Marine Technical Executive in charge of the Fishing Technology Unit within the Fisheries Development Division. From January 2011 to December 2015, he took a secondment to the European Commission as a Seconded National Expert, working on Fisheries Policy.
In January 2016, Dominic returned to BIM as the Fisheries Development Manager in the Fisheries Development and Training Division before becoming Economic and Strategic Services (ESS) Manager in 2018 and Director in 2020. He is a former chair of the Scientific, Technical and Economic Committee for Fisheries (STECF), an expert committee appointed by the European Commission to advise on European Fisheries Policy.

In 2017, he became Market Research Director, overseeing all market intelligence efforts. With over 15 years of experience as a senior analyst, Enrico has played a key role in establishing IFFO as a global authority on fishmeal and fish oil market analysis and data. His work has fostered a strong collaboration between IFFO and the UN FAO’s Fisheries Department, particularly in contributing to the influential State of World Fisheries and Aquaculture (SOFIA) report.
