EHDS Implementation in the Nordics – Approaches, Priorities, and Shared Learning

The European Health Data Space (EHDS) introduces common requirements across the EU, but its implementation differs depending on national governance, existing infrastructure, legal frameworks, and how roles and responsibilities are organised. In this session, representatives from our Nordic neighbouring countries will provide an update on their current status, including implementation plans, priorities, and strategic choices.

We will also review the various cooperation forums such as VALO and the Nordic eHealth Group, both funded by the Nordic Council of Ministers, and discuss how the countries coordinate positions in EU processes and work with the implementing acts and negotiations.

The focus is on practical experiences: what countries choose to build first, how they organise themselves, what risks they identify, and which decisions have already been taken. The session concludes with shared insights and how exchanging experiences and knowledge can make EHDS implementation more efficient.

Skauli brings more than 20 years of experience in the development and digitalisation of the healthcare sector, including 14 years at the Ministry. Over the years, Skauli has been actively involved in the European eHealth Network, which laid important groundwork for the European Health Data Space (EHDS) Regulation. Skauli is also one of Norway’s representatives on the EHDS Committee, contributing to the development of the EHDS implementing acts.
