Preparedness in Finland: building resilience through public-private cooperation. This session examines how Finland advances national preparedness and resilience through close cooperation between key public institutions, including THL, Kela and the National Emergency Supply Agency, together with private-sector partners. The discussion will highlight continuity in health and social services, the role of data and shared situational awareness, and the importance of logistics, supply security and coordinated operating models in responding to disruptions, emergencies and wider societal crises.

Antti Larsio is an Executive Consultant at the Finnish Institute for Health and Welfare (THL) and an expert member of a legislative working group at the Finnish Ministry of Social Affairs and Health. He brings extensive executive experience in digital transformation, health and social care financing, strategic investments, and national resilience. His earlier roles include Chief Information Officer at HUS, Finland’s largest specialised healthcare provider, where he also served as a member of the Executive Management Team, as well as CIO at Sonera and Global ICT Director at TeliaSonera. In addition, he has worked as Senior Adviser at Sitra, the Finnish Innovation Fund, with a focus on health and social care financing, and as Director of Healthcare Investments at a state-owned development company.
