The European Health Data Space stands as a cornerstone for the ambitious European Health Union, with its success dependent on decisions and foundations laid today. This panel brings together key architects of current Joint Actions and diverse European perspectives to envision where EHDS could realistically be in ten years and what critical choices must be made to achieve this shared vision.

The Nordic region is a strong market for digital health, due to the advanced healthcare systems, technological infrastructure and culture of innovation. With a focus on innovation, prevention, precision medicine and a strong research ecosystem, the Nordics offer fertile ground for digital health solutions to improve healthcare delivery, empower patients, and address the growing burden of chronic diseases. Even under the most extreme conditions — including full-scale invasion, mass displacement of civilians, and systematic attacks on healthcare infrastructure — Ukraine has managed to maintain the functioning of its health system by relying on a robust digital backbone: the national Electronic Health System. With over 35 million patient records and more than 400,000 connected healthcare professionals, the system ensures secure medical data exchange, supports continuity of healthcare services, and enables real-time coordination across all regions of the country.What began as part of a healthcare reform agenda before the pandemic has evolved into a nationwide system ensuring interoperability and efficiency under extreme conditions. Ukraine’s experience demonstrates how public digital infrastructure — when built with flexibility, national stewardship, and long-term vision — can sustain essential services even in crisis.This presentation offers a powerful case study on how public sector digital transformation, driven by urgency, innovation, and determination, can operate under fire—and inspire international partnerships for the future of health data exchange in Europe.

This session explores the ambitious goals of the European Health Data Space and the steps needed to fully realize its potential. It will focus on lessons learned from past initiatives, the role of TEHDAS2 and the Nordic VALO project, and the path forward for a harmonized and impactful health data framework in the EU.

The Extended Electronic Health Record (Xt-EHR) Joint Action supports the Commission’s policy priority for “A Europe fit for the digital age” by implementing the EU4Health Programme’s general objective of “strengthening health systems”. This project enhances the cooperation among Member States (MS) regarding the content and functionality of EHR, the interoperability and the exchange of healthcare data, contribute to the preparation of the foundations for the improved primary use of electronic health data, the most recently voted new regulation for the European Health Data Space (EHDS), and empower individuals to control their health data.

Fimlab is Finland’s largest healthcare laboratory company that produces laboratory services as well as training and research in the wellbeing services counties of Pirkanmaa, Kanta-Häme, Central Finland, Päijät-Häme and Ostrobothnia.As part of the support services it provides, Fimlab has developed a new software, the Self-Measurement Application, for the use of its wellbeing county customers. The Self-Measurement Application is an application developed for diabetes professionals that enables the collection of self-measurement data from device-specific cloud services onto the same platform alongside laboratory test results and the automatic transfer of data to the patient information system. In addition to the patient-specific benefit, the Self-Measurement Application enables device lifecycle management and statutory traceability and provides the customer organization with information on the costs of devices and the effectiveness of different device treatments for data management.

Since 2011 the Nordic Council of Ministers (NCM) eHealth group has been active to ensure knowledge transfer between the Nordic countries and strengthen the region's global leadership in eHealth. Since then, all Nordic countries have successfully digitalized their health care systems and been active at the European and global levels. On March 26th this year the EU Regulation on the European Health Data Space (EHDS) entered into force. During this session, ongoing and planned activities will be presented and the audience invited to contribute with their points of view.

Patient-facing apps will soon have access to health data. Somewhere this has already happened. What should we think of this?

Creation of a structured requirements library in Jira that will allow the reuse of requirements in order to streamline the delivery of clinical trials. 

This presentation focus on medicine robot services and the content is also presented in the Nordic report “Distance spanning solutions in health care and care: Climate impacts and sustainability synergies” that was published in November 2024 by Nordic Welfare Centre. An introduction will be held based on the publication and then there will be focus on medicine robot services in health care and care: contribution to the green transition.

The market for remote social and healthcare is rapidly changing and Altide is leading the coordination of communication and service in the connected care. In this inspiring session, Maarten will share some key insights in how the market in the Netherlands is changing and how Altide is adopting its services to these changes and enhancing the quality and efficiency within social and healthcare coordination.  

The State Enterprise "Medical Procurement of Ukraine" (MPU) plays a key role in ensuring the Ukrainian healthcare system is supplied with high-quality medicines and medical equipment. With the onset of the full-scale invasion in February 2022, MPU faced unprecedented challenges, including the collapse of logistics chains, currency instability, and frequent changes in procurement legislation.Despite these hardships, the organization not only continued its operations but also initiated a digital transformation by implementing a range of tools to increase efficiency. This transformation enabled MPU to achieve significant results, including conducting unique procurements of specialized medical equipment, thereby improving both efficiency and transparency under the conditions of full-scale war.This session will provide a detailed look at the strategies and solutions employed by MPU to overcome wartime challenges and will showcase real-world examples of successful adaptation and innovation in the field of medical procurement during a time of crisis.

Digital health technologies and AI are transforming healthcare by improving access, enabling personalized care, and supporting preventive approaches, especially as Europe's ageing population increases pressure on healthcare systems. The EU's Digital Decade target aims for all citizens to have access to electronic health records by 2030.However, barriers such as low digital health literacy, poor evidence-based implementation, and inefficient integration hinder digital transformation. Low digital health literacy particularly affects the elderly and underserved, worsening health inequalities. Additionally, poorly designed solutions and limited training or resources can compromise efficiency, impact, and scalability.Digital health literacy is essential for achieving equity, as it influences individuals' health decisions and reduces disparities.The WHO highlights its role in addressing healthcare inequities, emphasizing the need to enhance digital skills to ensure inclusive healthcare transformation.Aims of this workshop:Demonstrate the importance of digital health literacy,Share key insights from the IDEAHL (Improving Digital Empowerment for Active Healthy Living) EU project,Discuss policy aspects as highlighted by the World Health Organization,Present experiences from case studies on digital clinical competence,Explore next steps to accelerate digital transformation in healthcare through enhanced digital health literacy and addressing health inequalities.
