Following their individual presentations, Prof. Cristos Schizas (Xt-EHR), Markus Kalliola (TEHDAS2), and Inna Onyshchenko (Ukrainian Ministry of Health) are joined by Louisa Stüwe (French Ministry of Health) in a forward-looking dialogue moderated by Dmitry Etin to imagine the 10 years long road ahead. The discussion will challenge participants to move beyond current implementation plans toward articulating concrete milestones for a system that delivers seamless cross-border care, trustworthy data exchange, and inclusive participation for both established and candidate Member States. Bringing together perspectives from foundational Joint Actions, France's advanced digital health program (previously involved in developing the EHDS at the Health Data Hub), and a candidate country navigating digital health transformation under extraordinary circumstances, the panel will identify critical junction points, policy decisions, governance structures required in the coming decade. Attendees will gain insights into both the aspirational vision and practical realities of building a truly European Health Data Space that serves all citizens, researchers, and healthcare systems across an expanding Union.

Professor Christos N. Schizas
President - National eHealth Authority of the Republic of Cyprus until October 2024. Life Senior Member IEEE, Fellow BCS, Fellow IEE. He has 44 years of experience in information systems development with dedication on eHealth, computational and artificial intelligence, medical informatics, biosignal analysis, and brain activity modelling with emphasis on attention. For the last 15 years he has been involved with interdisciplinary research for the practical implementation of a national eHealth care ecosystem with pioneering published research and preposition of implementation guides which are reflected in the eHealth law of Cyprus and the European Health Dataspace Regulation (EHDS). Served as advisor to the President of Cyprus, proposed the eHealth Law and the eHealth strategy. He is currently the National representative in the European eHealth Network, the national expert in the discussions of the EHDS Regulation at the Council of the European Union, and the representative of Cyprus to the GDHP – Global Digital Health Partnership. He has published more than 150 research papers in Scientific Journals and Conferences and lately delivers invited keynotes on healthcare ecosystem implementation. Formerly a Professor of Computational Intelligence at the University of Cyprus, where served as Vice-Rector 2002-06, he is a founding member of the Cyprus Institute of Neurology and Genetics – CING, the CYENS - Centre of Excellence, and the Centre of Excellence CY-BIOBANK. He is currently coordinating 14 EU funded research projects including the Joint Action Xt-EHR Extended EHR@EU Data Space for Primary Use of the EHDS Regulation where all EU member states and Sweden are participating. This Joint Action aspires to propose the implementation guidelines of the EHDS regulation for primary use of health data.

I am an expert in the implementation of the national eHealth system and the creation of innovative IT tools in the medical sphere.
I have been working in IT for 16 years, and for the last 6 years I have been transforming the accumulated professional experience into the implementation of effective solutions for the national medical sphere. Today, I am implementing huge national projects in Ukraine - a national electronic medical card, eMalyatko, electronic sick leave, covid certificates and others. The global vision of the development of eHealth in Ukraine is being formed in the heart of our team.
We actually save the health of Ukrainians. Both physical and information about it.
Considering the dynamic rates of development, we are interested in exchanging experience with similar projects in other countries. We have a lot to share and it will be very interesting to learn about the successes of colleagues in the eHealth sphere.

Louisa Stüwe is a Franco-German health policy professional with 12 years of experience currently working as project director at the Ministerial eHealth Delegation of the French Ministry of Health and Prevention, focussing on national and EU-level projects in the field of digital health innovation. Before joining the French Ministry of Health in 2021, Louisa worked for the French public-sector body Health Data Hub focusing mainly on the development of the European Health Data Space. She also worked in international organizations like the WHO and the World Bank as well as the pharmaceutical industry. She teaches at Sciences Po Paris and EMLyon. She holds a Master of Public Administration from Sciences Po Paris and a Master of Public Health (MPH) from the French School of Public Health (EHESP).
