Twelve years on from making the documentary Pedigree Dogs Exposed, film-maker/animal welfare campaigner Jemima Harrison argues that we now have enough proof that breeders will not change willingly and that legislation,  as recently introduced in the Netherlands, is needed to safeguard purebred dog health.
