Common Language (Felles språk) is a major Norwegian governmental project aiming to provide the basis for improvement of information sharing - and reporting quality in health and care services. This basis is a common semantic foundation for structured information entry and communication. Common should be understood as common between healthcare-sectors and common between patients, health professionals and their ICT systems. SNOMED CT is to be the main Norwegian standard terminology for primary documentation. In order to facilitate implementation SNOMED CT is sorted into subsets aimed at use in the different specialties or domains in health and care. The subsets are collections of concepts selected by querying SNOMED CT using Expression Constraint Language. Furthermore, the same queries are used as a first step in creating a map from SNOMED CT to the Norwegian national procedure classifications. Common Language is first to be used, and developed through cooperation with, Helseplattformen, an EPIC implementation in Health and Care services in Region Mid-Norway. This case provides fundamental standards for the whole nation. We will demonstrate the ECL-methodology using both is-a -and associative relationships and present the mapping to ICNP and other Legacy systems.
